Sustainable Development in the Ministry

Ministry of Civil Service seeks to achieve its vision on sustainable development efficiently without compromising the future generations' opportunities. This will be throughout focusing on the present, looking towards future, and establishing the next stages through short-term tactical steps and long-term strategies. These steps aims to create a productive reality and bright future through creating new policies and procedures based on competency, transparency and integrity. Moreover, it aims to guarantee equal opportunities in selection and appointment, create functional work environment characterized by productivity, and raise the staff efficiency based on job satisfaction. It also endeavors to achieve outstanding work environment in public sector in order to achieve the sustainable development, and focusing on consultation principle among various public agencies to attain the principle of partnership, and cooperation in establish sustainable development meets the desired aspirations.

 

Basics and Elements of Sustainable Development:

Sustainable development is based on two fundamental rights: the right of development, and the right of environment protection; both of which are deemed to be of the basic human rights. The most important elements of sustainable development are:

  1. Human, who is the first in charge of such responsibility entrusted to him by his Creator.
  2. Nature, with all its resources created by Allah for the benefit of human beings, and which need to be exploited unceasingly.
  3. Technology, which means utilizing the scientific knowledge to investing in the environmental resources, solving its problems, and overcoming the risks that facing it.

​General principles of the sustainable development strategy:

  • Raising the performance quality and productivity of human resources in the Kingdom, developing its functional capabilities, and preparing and building leaders.
  • ​Continue in promoting cooperation among public agencies.
  • Raising the effectiveness and efficiency of public agencies, improving services quality, and focusing on beneficiaries.
  • Activating the organizational role, formulating policies in the ministries, and improving the decision-making mechanisms.
  • Developing the systems and regulations of the civil service and improving the human resources by focusing on merit and competency.
  • Suggesting the general structure for jobs classification.

 

Ministry achieves the sustainable development through the following themes:

  • Achieving the functional sustainable development in human side.
  • Achieving the economic development through staff investment.
  • Achieving the intellectual development through improving the administrative and creative thought.
  • Utilizing the e-government and its components to achieve the sustainable development.
  • Utilizing the principles and concepts of e-government and the opportunities provided by its projects.
  • Enhancing the principle of transparency and exchange responsibility through open data.
  • Achieving the principle of participation and cooperation with relevant parties through e-transaction.
  • Accelerating achievements and reducing the time by using tools of technology in the work and developing its nature.
  • Achieving the principle of e-transformation from paper work to e-transaction in order to preserve the environment and reduce the consumption of natural resources.
  • Preparing and developing future leaders in government organizations.


    The contribution of e-services in achieving the sustainable development goals:
     
  • Develop the government services through applying the best international practices in this field, and focus on spreading the culture of distinguished service.
  • Launch a program for reengineering and simplifying the procedures of Ministries, and create a unified portal for services.
  • Activate the e-government program and adopt a comprehensive transformation method for providing service.
  • Develop a strong centralized infrastructure to support

       ​e-transformation in systems and services of ministries, and build a common database for public sector employees.
